SMPP: Sending failed. Error: 3 - Invalid Command ID

anyone ever encounter this error message and what does it mean and how to fix it?

The AlarmPoint Health Monitor on node ASNODE1 (IP-Address) has detected that the Netsize SMPP Provider protocol provider of company COMPANY1 has failed beyond the configured threshold. The most recent failure occured on node NSNODE2 (IP-Address) with message com.invoqsystems.apex.component.device.engine.exceptions.TransportRecoverableException: com.invoqsystems.apex.component.device.engine.exceptions.TransportRecoverableException: SMPP: Sending failed. Error: 3 - Invalid Command ID. The service provider may be unavailable or the protocol provider may be incorrectly configured.
